Are we able to please implement Cauterizing Flame to Dev like Aug has? It has Expunge but no cauterizing

This is more for M+, instead of spreading it around to all 4 party members, it's better to overlap the two DPS so they have as much uptime as possible even if the timer overlaps

Are we able to change the number of targets of Prescience from 3 to 2 please? Because you only have enough charges to keep it rolling on two dps, especially for mythic+
