I must be doing something wrong. I used the same keybind and talent.
The program casts in this sequence:
The Hunt
Skips Elysian Decree
Blade Dance

Note: It is not casting in the way that you are casting on a training dummy. Is there a mob health threshold it uses it at? It does NOT cast in PvE or PvP after The Hunt.
