Elemental Shaman rotation - not optimal

A few stuff about the elemental rotation.
1 : Chain Lightning is acting wierd. Its supposed to fire off at +2 targets. Often ive seen it fire off normal lightning even with 3 or 4 targets.
2 : Earth Shock should be used at +111 maelstrom, and not at full maelstrom all the time.
