Midnight Rotations

In order to properly use Breath of Sindragosa, i would like to know the rotation/code behind these 2 abilities :

Breath of Sindragosa rp prepare : Is it 2-3-4 runes its waiting for and 70/80+ runic power?
Pillar of Frost : Does it automatically line up with Breath of Sindragosa, or just use on cooldown?
