why is rogue using Shuriken storm on single target and not backstab? count is 30 backstab on boss and 37 storms, 0 adds in the fight (sub rogue)

I tried using it in emerald nightmare ( I currently main vengence and it works just fine and never messes up and also bought WW Monk and works fine) And it randomly stop working and when it did work it did less DPS then me playing ( I was button mashing lol) Just me or??
