Ret paladin aoe issue

The ret rotation doesn't seem to be using divine storm as often as it should be on 3 mobs. It keeps doing single target rotation on trash packs when there's 3 or more mobs and it will divine storm maybe once or twice before trash is dead.
Any help with that?

Program detects AoE situation by counting targets hit by Divine storm or Consecration. If Consecration is not bound in a program then you should hit Divine storm yourself when few mobs engaged.

Sometimes in raids it will prioritize divine storm over templars verdict when its just the boss alone and this also happens regularly in mythic +.
